Assumes the responsibility for the scheduling of technical projects. Involved in one project or numerous projects. Responsibilities include a wide range of duties involving initial job planning, scheduling of time, scheduling of materials, coordination of subcontractors, monitoring of job progress, analysis of changes, and problem solving. Develops plans including budgets and schedules to meet contractual/project requirements for several major portions of a program. Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans. Coordinates interdepartmental development of program plans. Interfaces with vendors and customers and performs extensive investigations as required. Produces the contractor's Initial Schedule and then updates the schedule throughout the program. Uses the schedule to analyze the impact of change orders, delays, and any other schedule disruptions. Works very closely with the project manager and the subcontractors during the preparations and updating of the schedule. Produces critical scheduling information for the project team's use. Monitors performance reports against plans to ensure that contractual, cost and schedule objectives are met; arranges modifications as required.

  • Design and maintain SharePoint sites on multiple networks.
  • Analyze functionality and provide recommended enhancements/changes to existing sites.
  • Create customized functionality to support Government requirements.
  • Maintain site content as needed. Implement collaboration tools and provide knowledge management tools and processes for effective change management and baseline control.
  • Attend/participate in meetings related to site content and capabilities.
  • Conduct continuous research on information sharing performance, as it relates to ISE partner agencies and across the national security enterprise.
  • Assist with the development of mission use-cases to identify and analyze information gaps relating to performance measures.
  • Assist in program analysis, development and coordination.
  • Assist in the development of processes and procedures to enhance program reporting and tracking methods, to include scorecards and/or dashboards.
  • Advise and assist NSP concerning program performance management with regard to proposed
  • Identify and integrate performance measurement standards into an overall performance management process.
  • Assist with the preparation for/conduct of stakeholder meetings.

Requires 8 to 10 years with BS/BA or 6 to 8 years with MS/MA or 3 to 5 years with PhD.

TS/SCI with Poly clearance required

  • Seven (7) or more years' experience in preparing program related performance management development and analysis briefs (e.g., papers/metrics) for high level meetings and issue resolution ;
  • Demonstrated experience in the design and implementation of SharePoint websites and other collaboration tools.
  • Superior knowledge of program performance management;
  • Superior knowledge of program analysis, development, and coordination;
  • Demonstrated success and expert knowledge of program analysis, development, and coordination;
  • Superior ability to develop mission use-cases relating to performance measures;
  • Superior knowledge of processes and procedures to enhance program reporting and tracking methods, to include scorecards and dashboards;
  • Superior ability and demonstrated success drafting annual reports for Congress ;
  • Advanced ability to produce high quality policy memorandums, point papers, and briefings that inform decision makers on policies related to ISE efforts; and
  • Superior ability to draft responses to Congressionally Directed Actions (CDAs) and Questions for the Record (QFRs).
